Center for Transboundary Water Management

Director: Dr. Clive Lipchin

The Center for Transboundary Water Management (CTWM), directed by Dr. Clive Lipchin, provides the institutional basis for developing and promoting mechanisms for reaching agreement over equitable access to groundwater and the few permanent supplies of surface water in the Middle East. The Center provides a platform whereby channels of communication among water professionals of the three lower riparian states of the Jordan River and Dead Sea Basin (Israel, the Palestinian Authority and Jordan) are free and open; where data on water management are transparent and flow freely and, most importantly, real and long-lasting relationships built on trust and integrity are created among those who are responsible for the sustainable management of the region's fragile water resources.

The Center promotes and supports joint projects between Israel and her neighbors in various areas such as water conservation, desalination, wastewater treatment and education. The Centre fosters dialogue and collaborative research for the entire Jordan River and Dead Sea basin. This research includes both water science and management, including the associated benefits of the resource and its role in economic and social development.

Specifically, the objectives of the Center are:
  • to engender an understanding of the contemporary interest and regional and global importance of the principal watershed in the region, the Jordan River and Dead Sea Basin;
  • to empower a group of local, regional and international experts, who will contribute individually and as a group to the development and promotion of national and regional sustainable development policies; and
  • to organize local, regional and international activities towards effective engagement with the pressing issues facing the Jordan River and Dead Sea Basin
The Center’s activities include: cross-boundary research projects; preparation of policy papers and other publications for decision makers, practitioners and the wider public; international and regional conferences and workshops; training seminars for local and regional leaders and natural resources professionals; public involvement and awareness activities; and academic courses and programs for undergraduate and graduate students. Through its various activities, the Center for Transboundary Water Management (CTWM) provides the needed institutional durability to enact lasting change in the region.
