Water Legislation in Israel -- New Models and Amendments

Overview


A review of the water legislation in various countries, and a survey of specific water policies from around the world in the area of agriculture, economic incentives, water allocation to nature, and water demand management. A survey was then conducted of the top twenty water law experts in Israel.

  • Testimony to the Knesset's Parliamentary Panel of Inquiry into the Water Crisis. (2001)
  • Water Law Amendment, #19, (2004) permitting allocation of water to nature and requiring an annual report by the Water Commissioner on the extent of water allocated to the Knesset.
  • Four other legislative proposals in different stages of approval.
  • Amendment to the Water and Sewage Association Law, 2001 prohibiting disconnecting a city's drinking water supply. This emerges out of proposal to ensure "rights to water".
